How to create a password hint for windows 7?

During installation of Windows 7 there is one point where you get asked for password. Thing that did surprise me is the fact that it requires password hint to be filled. While I do see use and benefit of it, especially for accounts that are used only occasionally, I cannot understand why that hint was made required parameter.

Even worse, if you chose not to have password and add it only later, password hint is not mandatory any more. Seems like a little inconsistency to me.

One of my biggest gripes with Windows 7 (at least Professional) is that a fresh installation requires a password hint when a password is set on first boot. Up until today, I would set it to something the gist of which is “I don’t set password hints”. I think they are a huge security security risk, especially with users who may not be educated on basic computing security (i.e. responding to phishing messages).

Anyway, I noticed that when changing a user’s password I wasn’t prompted to modify the hint, so I decided to give something new a try. On initial installation, I did not set a password, and therefore a password hint. Then I went into the Users Control Panel and added a password for the account. Sure enough, I was not required to set a hint.
